Finance Minister Purbaya Yudhi Sadewa emphasized the importance of treating taxpayers fairly as part of efforts to improve compliance and state revenue. He stressed that the tax system must be implemented consistently without creating the impression of punishment or extortion.

“Run the tax programs properly, collect properly, and if there’s wrongdoing, then punish. But don’t extort,” Purbaya said at the Presidential Palace Complex on Friday (Sept 19, 2025).

He also underlined that tax revenues should be directly utilized to support government spending, especially for development programs and strengthening the national economy.

“We must treat taxpayers well. And once we have revenue, it should be spent right away,” he added.

Regarding the tax amnesty program, Purbaya argued that such policies may encourage opportunistic behavior. If repeated too often, taxpayers might deliberately avoid obligations while waiting for the next amnesty.

“If every two years there’s a tax amnesty, people will think they can cheat and wait for the next one. That’s not a good signal,” he explained.

It is known that the Tax Amnesty Bill has reappeared in the longlist of the 2025–2029 National Legislation Program (Prolegnas), despite already being implemented twice before in Indonesia.

Purbaya said he would still study the proposal, but as an economist, he believes repeating the program is inappropriate.
“I will review it, but in my view, it’s not the right policy to implement again,” he stated.
